Uganda is the only country where we applied The HiiL Approach, a strategy implementing all core aspects of HiiL’s expertise in the country. This has involved measuring justice, researching solutions, advising and partnering with justice workers to transform the sector, and supporting justice innovations known as Gamechangers. Our approach is based on 5 distinct pillars interconnected and complementary to the goal of achieving long-lasting impact. 

In 2016 (?) we launched a multi-year project in partnership with Swedish International Development Agency (SIDA). This programme sought to ensure that citizens of Uganda, and in particular the disadvantaged, see more of their issues resolved fairly and effectively by a justice sector that is more innovative, open, transparent and accountable.

In July 2019, the Justice, Law and Order Sector (JLOS) and HiiL worked together on several initiatives including, a second Justice Needs and Satisfaction (JNS) survey, focused data studies, the Family Justice Catalogue, the Justice Dashboard, supporting justice innovators, and leadership dialogues. 

In 2021, HiiL in partnership with SIDA continued with implementation of the Justice Innovation in a Pandemic programme. The project has sought to design fair and effective justice responses during the Covid-19 pandemic.
